PROFESSIONAL DEVELOPMENT PLAN
2006- 2009
This Professional Development Plan is the Hornell City School response to the mandates of the New York State Education Department’s Part§ 100 Regents Regulations. It is aligned to all of our site teams’ plans for raising student achievement.
The goal of any good PDP is to improve the quality of teaching and learning and to meet the learning needs of all students in all regular education and special education settings. A natural objective toward that goal, then, is to increase the type and quality of professional development opportunities that are based on teacher needs, with teacher input, and that are tied to student achievement data. Data will be reviewed annually and Professional Development will be monitored and adjusted to meet the needs of our teachers and support raising student achievement.
Our district goals serve to guide a positive, focused, instructional plan that would enable all of us who are engaged in the educational process at Hornell City Schools to increase our skills.

District Data
- 40% of our students enter Kindergarten below benchmark in “Initial Sound Fluency”.
- 40% of our 1st grade students enter 1st grade below benchmark in “Phoneme Segmentation Fluency”. 60% below benchmark in “Nonsense Word Fluency”.
- 55% of our 2nd grade students enter 2nd grade below benchmark in “Nonsense Word Fluency”. 70% below benchmark in “Oral Reading”.
- 65% of our 3rd grade enter 3rd grade below benchmark in “Oral Reading”.
- ELA 4 scores have fluctuated, currently 57% of students passing at levels 3 and 4.
- Math 4 scores passing at level 3 and 4 are at 71%.
- ELA 8 has risen to 41% of our students passing at levels 3 and 4.
- Math 8 has 38% passing at levels 3 and 4.
- Grade 5 Social Studies has ranges from 95.9% passing to 92% in 2006.
- Grade 8 Social Studies has 44% passing at levels 3 and 4 in 2006
- 85% passed Biology in 2005-2006
- ELA 11 – 86% passing in 2006
- We are sited as a SINI for High School ELA and Math Special Education sub group and in Special Education due to our high drop out rate and low graduation rate.
The Professional Development needs of the district were based on gathered data and goals. This plan builds upon the educational excellence of the organization’s past, yet analyzes present student data to meet present and future student achievement goals.
